& Communication Technologies (ICT) spur socio-economic
development with higher productivity and quality
of service. This of course demands people™s
participation in acquisition, absorption and generation
of knowledge in their own languages. Professor
Raj Reddy, CMU predicts drastic decline in prices
and increase in performance in ICT. We shall be
getting in 10 years the computer processing power
100 times, the storage 1,000 times, and the bandwidth10,000
times at the same cost at present. This throws
open challenge for solving more complex problems
of natural language processing in multi-lingual
and multi-cultural environments, and ultimately
realising Universal Knowledge Access. Indian languages
have phonetic similarity in alphabet. They have
well structured rule-based grammar, and are rich
in ligatures. Comprehensive details on UNICODE
revisions for all Indic scripts,language design
guides, and samples of colloquial sentences have
